PROJECT SUMMARY:
CHAI India, a partnership between Mercy Corps and Indian Tea Association endeavors to improve the lives of community members living on tea estates and the neighboring communities.
GENERAL POSITION SUMMARY:
The Project Director will be responsible for ensuring that CHAI is implemented in an effective and efficient manner. S/he will work with the CHAI team; liaise with relevant authorities and other organizations to ensure the implementation of quality projects in Assam.
ESSENTIAL JOB FUNCTIONS:
Responsibilities
Project Coordination
• Ensure correct allocation of responsibilities within the CHAI Team and that the team functions in an effective and efficient manner
• Play key role in development of systems and mechanisms to ensure the successful implementation, monitoring and evaluation of the CHAI Project. This includes keeping proper records of field visits and ensuring, monitoring and evaluation takes place on time and in a quality manner.
• Supervise to compile and edit monthly and quarterly reports
• Conduct monitoring visits to assess the effectiveness and efficiency of projects. Provide follow up recommendations and solutions where there are problems in implementation.
• Liaise with all the levels of Govt. Departments, NGO’s, Tea Management, locally based organizations to help, achieve project objectives.
Human Resources
• Supervise Project Manager, Finance Manager, Project Officers, Office Administrator, Project Assistants and Consultants. Provide support and training in all their activities. Assist in the development of their professional skills.
• Supervise in all hiring procedures (advertising, applicants, communications, etc.)
Administration
• Coordinate with the Project Team to administrate accurate and timely fuel usage records for project vehicles and ensure that the fuel logs are signed by field teams appropriately
• Ensure that the office is run in a professional and responsible manner, including hosting guests, organizing office cleaning and telephone receptionist duties. Act as the general contact and liaison with outside agencies on all matters.
• Participate in reviewing and updating security policies and procedures for CHAI Assam.
Finance
• Supervise Finance Manager on all project related financial transactions
• Review and approve to all project budgets, procurement documents and payments.
• Review monthly financial report/financial packages to local partner and Mercy Corps.
• Supervise Finance Manager to ensure yearly internal audits are conducted.
• Review and approve banking, payroll, inventory, receivables and payables
• Supervise and assist Finance Manager to ensure financial operations are in accordance with India financial law. Mercy Corps Field Finance Manual and regulations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-keeping, grant management and compliance.
• Review and approve annual fiscal year budgets and monthly financial forecasting
• Effectively stay abreast of donor policies, procedures, rules and regulations; compile and update applicable local policies; and supervise training project and partner staff in these policies.
• Supervise compliance procurement policies and procedures for all goods and services.
• Review and approve compensation packages and taxation requirements for local staff.
Public Relations
• Represent programs to donors, government officials and other parties.
• Administrate efficient photographic archiving of both print and digital project images.
• Assist to develop video and still documentation options for presentation to donors and headquarters.
• Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
• Identify opportunities for mobilizing resources including fund and technical assistance from various Govt. or Non-Govt. agencies.
• Other duties as assigned.

KNOWLEDGE AND EXPERIENCE:
• Post Graduate degree
• Minimum 7-8 years experience in Development field
• Proven experience leading and managing diverse and disparate initiatives
• Must be able to lead a diverse/mixed team and show initiative
• Experience in managing staff and understanding the need for regular support and follow-up to ensure that project objectives are met
• Good problem solving and written and oral communication skills
• Excellent organizations skills; accurate worker
• Understanding of working with local partners
• Understanding of donor relations
• Commitment to working with vulnerable groups in need , regardless of race, religion or gender
• Strong written and spoken English and Assamese.
